Ministry outlines insurance coverage for delivery drivers - Taipei Times

The Ministry of Labor has unveiled the mandatory minimum insurance coverage for group accident insurance and liability insurance offered by delivery platform operators to delivery workers.

Foodpanda and Uber Eats, two major food delivery platforms in Taiwan, yesterday suspended their services in 20 cities and counties after work and classes were suspended due to Typhoon Bavi.

The Delivery Workers Rights Protection and Delivery Platform Management Act (外送員權益保障及外送平台管理法) is to come into effect on July 21 and food delivery platforms would be mandated to provide insurance for food delivery workers, the ministry said.

The act stipulates that platform operators must provide group accident insurance and liability insurance for delivery workers if they have entered a delivery service contract.

Delivery workers face a higher risk of traffic accidents due to their frequent use of roads at work, the ministry said.

Minimum insurance coverage is being introduced to ensure appropriate compensation for personal injury or property damage via the insurance system in case that delivery workers have a traffic accident, it said.

For group accident insurance, the minimum insurance coverage is NT$3 million (US$93,231) for death and disability, NT$30,000 for actual medical expense reimbursement and NT$1,000 per day for daily hospital allowance, the ministry said.

For the liability insurance, the minimum insurance coverage is NT$2 million per person for physical injury and NT$4 million for accidents, it said.

Group accident insurance should include coverage for death, disability and medical expenses in the case of an accident, the ministry said.

The coverage provides delivery workers with a payout if they suffer injury, disability or death as a result of an accident that takes place during their contract period with a delivery platform, it said.
